Pebblebrook is a fake town on Amethyst. A Planter Vyrik Cortex built it, then populated the town with masked Marked who acted like residents. The Cortex then trained masked Marked soldiers to invade. This was apparently preparation to invade an Earth town.
Ink theorizes that the many deaths at Pebblebrook attracted a tendril of the Shadow Curse, causing the town to become haunted by the shades of the victims. The Planters eventually abandoned the town. It remained haunted by the shades.
Beta operatives broke the curse and freed the shades.
