The Shangon Empire is the dominant nation state on Tessera. The Empire holds most of the western half of the continent of Oban. (The Freelands Republic holds most of the eastern half.) At the end of the Bloodstone War, the two nations agreed to a demilitarized Neutral Zone in the densely-forested region between them.

The Empire is a constitutional dynastic monarchy with a strong central government. Provinces are governed by a hierarchical aristocracy of nobles, all of whom ultimately pledge fealty to the emperor, with the assistance of government functionaries. The Imperial Senate is a single parliament that includes both nobility and elected commoners. Emperor Thal the Fifth and his Stonejaw Clan are Dvar, and most of the aristocracy are Dvar and Elves. The rest are Human. However, Dvar, Elves, and Humans are more equally-represented in the Senate. Halflings are common in the Empire but less represented in the government, except for some of the merchant families.

The capital city is Shango. The whole empire is sometimes referred to as "Shango."
