The Freelands Republic holds most of the eastern half of the continent of Oban on Tessera. (The Shangon Empire holds most of the western half.) At the end of the Bloodstone War, the two nations agreed to a demilitarized Neutral Zone in the densely-forested region between them.

The Republic is a loose coalition of states: a numerous and very diverse set of kingdoms and tribes. For centuries various leaders have tried to build a nation from these disparate parts. Forty years ago the Republic was formed to halt further Imperial expansion. The Republic decreed the location of their western border and that any further eastern advance by the Empire would be an act of war. Eventually, the Empire crossed the boundary, starting what become the Bloodstone War. During the war the Republican Council coordinated cooperation on military operations, relevant logistics, and internal security. Otherwise the states remained autonomous in their individual domestic affairs. In the years since the Truce of Foxhollow ended the war, the states have drifted back apart and the Council rarely meets, much less acts. In some cases, neighboring states have resumed their historic rivalries and lesser wars.
