The Unbroken Tide is an organized resistance to the League of the Rusted Crown. The Tide is a intelligence network, direct action group, and underground railroad.
The Tide is decentralized to limit the damage of any intelligence or military loss.
The Tide wants to free slaves and bring justice to slavers. Different members of the Tide have different ideas about what "justice" should mean.
History
Following the Battle of Gevoka, the Unbroken Tide advanced three parallel agendas.
First, there was a celebration of the triumph over the League of the Rusted Crown and its allies. The victory was used for quiet, widespread messaging/propaganda. The central theme was that the LRC is not as unstoppable as some feared.
Second, there was a return to vigilance and secrecy. The Unbroken Tide holds no territory nor depends on a single leader or leadership group. The Tide expected vicious retaliation from the LRC leaders and groups who survived Gevoka (or weren't there), and this retaliation came. Some Tide cells were found and destroyed, especially some free ships that fought at Gevoka but failed to change their names and appearances afterwards. The Tide was able to isolate these cells and thus prevent a chain reaction.
Third, the Unbroken Tide launched a new espionage effort, to learn where the LRC will turn next. Gevoka was the end of the Githyanki's partnership with the LRC. Tiamat's red Dragons were shaken when some were assimilated by the Reavers, and of course the Reavers can't be trusted now (if ever they could be). With Caterina Berrett missing, Nicol Bolas' Death Dragons are scattered. Both the Fated and the Orzhov Syndicate are still connected to the LRC. But the Fated are preoccupied with not losing all their power in Sigil Station, and the Syndicate is similarly focused on Ravnica. The LRC is looking for a new source of muscle and influence.
