• Cody Armstrong: superintendent of the Vilmora Building. He was 38 in November 2017. He plead guilty to petty theft at 15. He received community service, and it was expunged when when he turned 18. He served 3 tours in US Army, with an honorable discharge. He has no known recent associations with criminals.
• Elise Gibbons: She was a cadet at the Talarin Institute's Academy in Vancouver, when Max was there as an intern.

• Esteban Cabrerra: Black Mambas mid-level leader (see Q&A 1-4).
• Euphrasia Charlotte Gunn: is a female half-elf. She is a professional hippogriff handler. She lacks a formal education. She runs a sky taxi in Sigil, based out of a plaza in the Lady's Ward.
• Leech: aka Brett Park. Leech is a member of the Brotherhood of the Shroud. He was working with the Black Mambas to reproduce tablets of diabolic lore from the Nine Hells (Q&A 1-4).
• Lyat Redwall: an officer in the Shangon Empire Army. Members of Raptor Blue have encountered him in the past when he was a colonel, at Icewatch, and more recently as a general in Diyun.
• Narivno Paena: a male githzerai; a zerth (like a priest). Ajami Rao told that the Shadow Walkers that Narivno foresaw a new illithid plot: bloodstones.
• Nishay Caldwel: a member of Farwatch; Adiva's mentor at the CIA.
