Marshals and contractors are official operatives of the government of the Free Republic of Sihblos. As such, operatives are bound by certain rules of conduct and engagement. The following is a summary of some relevant expectations. Taken together, the Rights and Responsibilities constitute general Standard Operating Procedures (SOP) for operatives.

Rights

A marshal may:

1. Call on Republic agencies and personnel for aid, usually through the commanding officer.
2. Call on local government, local law enforcement, and the Republic Army for aid.
3. Call on personnel from their home walker for aid.
4. Order supplies.
5. Purchase goods or services using Republic funds.
6. Use Republic facilities, including room and board, training, and recreation.
7. Use extraordinary Republic resources, when essential to mission objectives.
8. Access the Aegis Network, at their personal security level.

Responsibilities

At all times, a marshal must:

1. Protect and serve civilians.
2. Protect and defend the Constitution of the Republic.
3. Uphold the laws of the Republic.
4. Adhere to the operational protocols of the Marshals Service, per training and officers' commands. This includes all Standard Operating Procedures (SOP) for the mashal's squad.
5. Report unexpected extraplanetary or extradimensional activity as soon as possible.
6. Aid other Republic agencies, the Republic Army, and local governments in good faith, within the parameters of mission objectives.
7. Minimize the disclosure of Republic intel and secrets. This includes destroying Republic intel rather than letting it be captured.
8. Minimize collateral damage to noncombatants and property.

During a mission, a marshal must:

1. Focus on mission objectives.
2. Warn first. Only fire when fired upon, unless under dire tactical circumstances (e.g., confronting a marauder known to be hostile).
3. Detain suspects and incapacitate enemy combatants when possible. Lethal force should be a last resort.
4. Minimize collateral damage to noncombatants and property.

A marshal must report for personnel readiness exams on schedule. Exams include checking for physiological, psychological, and paranormal causes for concern.

Assets

While employed by the Republic, marshals have access to extensive resources (e.g., contacts and alliances, data, experts, influence, etc.).
