Introduction

Rogue Raptor Risk Management (R3M) is a private military contractor (PMC). R3M is a privately-owned corporation, with an Employee Stock Option Plan (ESOP). 51% of shares are owned by our founder, Bernard MacLachlan (Colonel, US Air Force, retired). The Colonel is also our President and CEO. The remaining 49% of shares are owned by employees and former employees.

R3M's headquarters is Chicago, Illinois. R3M has modest facilities and operations on all seven continents. In our external contracts, we specialize in security consulting, including arranging and mediating contracts with third-party construction, security, and personnel providers. R3M also has several contracts with the US government for direct action, both domestically and abroad.

Origin

R3M was created by Farwatch. (Farwatch is composed of the secret paranormal-focused divisions of the United States military.) Farwatch wanted a pseudo-PMC, that is, a private military contractor they could exclusively hire and direct. They wanted it primarily staffed by Farwatch-selected and -trained personnel. R3M was designed to function like a self-sufficient terrorist cell, preventing any possible espionage penetration into either organization from cross-contaminating the other, and creating plausible deniability for R3M operations.

Bernard MacLachlan took the vision to heart and cut all internal ties to Farwatch, including firing all the Farwatch moles. We are now a true PMC, although we prefer to see ourselves as a patriotic, militarized NGO.

Rights & Responsibilities (aka SOP)

R3M operatives and teams are part of a much larger organization, with extensive resources (e.g., contacts and alliances, data, experts, influence, etc.). Operatives are bound by certain rules of conduct and engagement. The following is a brief summary of some relevant expectations. Taken together, the Rights and Responsibilities constitute general Standard Operating Procedures (SOP) for R3M operatives.

Rights

An operative may:

1. Call on R3M for aid, usually through the commanding officer.
2. Call on R3M support personnel.
3. Order supplies.
4. Purchase goods or services using R3M funds.
5. Call on local, state, and federal government, including law enforcement and military for aid (e.g., armed support).
6. Use R3M facilities, including room and board, training, and recreation.
7. Use extraordinary R3M resources, when essential to mission objectives.
8. Access the Aegis Network, at their personal security level.

Responsibilities

An operative must:

1. Adhere to R3M operational protocols, per training and officers' commands. This includes all Standard Operating Procedures (SOP) for the operative's team.
2. Protect civilians.
3. Focus on mission objectives.
4. Detain suspects and incapacitate enemy combatants when possible; lethal force should be a last resort.
5. Warn first; only fire when fired upon, unless under dire tactical circumstances (e.g., confronting a marauder known to be hostile).
6. Report unexpected extraterrestrial or extradimensional activity as soon as possible.
7. Minimize disclosure of R3M secrets, including R3M's true nature, the existence of the paranormal, and operatives' paranormal abilities; this includes destroying R3M assets rather than let them be captured.
8. Minimize collateral damage to noncombatants and property.
9. Cooperate with other members of the Rational Ascendancy in good faith, within the parameters of mission objectives.
10. Report for personnel readiness exams on schedule; exams include checking for physiological, psychological, and paranormal causes for concern.

Threat Levels

R3M has protocols and contingencies for escalating levels of threat. Every operative must be familiar with these threat levels, particularly since an operative may have standing orders not to engage threats above a certain level.

1. A mundane threat
2. A paranormal threat, but weak in power and/or used without proper understanding or intent (e.g., accidentally)
3. A paranormal threat, strong in power and/or used with proper understanding and intent
4. As Level 3, with one or more marauder elements (i.e., extraterrestrial and/or extradimensional entities), but without strategic malice
5. As Level 4, with strategic malice

Examples

A past R3M mission illustrates the threat levels. A team was investigating suspicious events in a low-income neighborhood. First, a street gang attacked the team (Level 1). After defeating the gang, the team captured and interrogated one of the gang members. The gang was hired by a mysterious man with a strange amulet. The team located the mysterious man and discovered he was a mundane mercenary. He was wearing an amulet that enhanced his charisma and persuasive abilities, but he was unaware of its true nature (Level 2). The mercenary had been given the amulet by an arcanist, along with cash to hire the gang. The team found and incapacitated the arcanist. A mental probe revealed that she had created the amulet, and that she had other paranormal powers and skills (Level 3). The arcanist was an apprentice, and the mental probe revealed the location of her master's stronghold. After battling their way into the stronghold, the team confronted the master, who provided to be a cloaker (a Reaver-human hybrid) (Level 4). The team slew the cloaker, and then searched the marauder's private chambers. The team found evidence that the cloaker was an operative for the Reaver Combine, and had been building a jumpgate to allow a Reaver force to infiltrate the neighborhood (Level 5).

The swooping raptor represents our excellence in precision work. Like a falcon, we stoop, strike, and evade. The grid represents our unity of purpose. Finally, the grid represents our use of data, to constantly evaluate ourselves and our impact.
