The Imperial Eminence is a secret society pre-dating the founding of the Shangon Empire. According to rumors, the Eminence is lead by the elders of the greatest dwarven clans and elven families, and it's the true power behind the throne. The Imperial government officially denies the existence of the Eminence and derides the rumors as baseless conspiracy theories.
