The Dustmen is one of the 15 factions of Sigil. The Planewalker's Handbook has this to say:

...existence as we know it can't possibly be real "life." Life good… with positive feelings, emotions, and experiences. Time on the planes is drab, miserable, and full of pain--it can't be life.

The Dustmen shares the nihilism of the Bleak Cabal and the pessimistic embrace of entropy of the Doomguard. They think the Society of Sensation and the Sign of One are delusional and mislead others.

The Dustmen call undead the "true dead." They strive to reach True Death, to be without feeling or emotion.
