Introduction
The Republic Marshals are the judicial branch of the Free Republic of Sihblos. Marshals have a variety of duties. They transport people, goods, and information. They serve as investigators, judges, and troubleshooters. They provide advanced medical care and other aid.
When the new government of the Republic created the Marshals, they hired R3M consultants. Thus, many values and procedures are similar to R3M's.
[Republic Marshals are partly inspired by the gunslingers of the Dark Tower series (Stephen King) and the heralds of the Valdemar series (Mercedes Lackey).]
Rights & Responsibilities (aka SOP)
Marshals are part of the Free Republic, and thus have access to its resources (e.g., contacts and alliances, data, experts, influence, etc.). Marshals are bound by certain rules of conduct and engagement. The following is a brief summary of some relevant expectations. Taken together, the Rights and Responsibilities constitute general Standard Operating Procedures (SOP) for every marshal.
Rights
An marshal may:
- Call on on the Republic for aid, usually through the commanding officer.
- Call on Republic support personnel.
- Order supplies.
- Purchase goods or services using Republic funds.
- Call on local government, local law enforcement, and/or the Free Republic Army for aid (e.g., armed support).
- Use Republic facilities, including room and board, training, and recreation.
- Use extraordinary Republic resources, when essential to mission objectives.
- Access the Aegis Network, at their personal security level.
Responsibilities
A marshal must:
- Adhere to protocols, per training and officers' commands. This includes all Standard Operating Procedures (SOP) for the marshal's team.
- Protect civilians.
- Focus on mission objectives.
- Detain suspects and incapacitate enemy combatants when possible. Lethal force should be a last resort.
- Warn first. Only fire when fired upon, unless under dire tactical circumstances (e.g., confronting a marauder known to be hostile).
- Report unexpected extraterrestrial or extradimensional activity as soon as possible.
- Minimize collateral damage to noncombatants and property.
- Cooperate with other members of the Republic government in good faith, within the parameters of mission objectives.
- Report for personnel readiness exams on schedule. Exams include checking for physiological, psychological, and paranormal causes for concern.
