The Free Data Action Cooperative (FDAC) had discovered that NeoCyclic was secretly owned by Primex. FDAC suspected that NeoCyclic was conducting dangerous, unethical experiments. They sent a "direct action cell" of mundane operatives to infiltrate the NeoCyclic Midwest R&D Center in rural northeast Iowa and gather evidence of malfeasance. The mission didn't go as expected.
