Nature

Many beings and spells can reshape the Weave, allowing raw magic to flow around something. In contrast, a Frayed spirit rips the strands apart.

A Frayed spirit can possess a humanoid and enhance their abilities.

Fraying

If the Fraying is limited and short-term, the Weave can eventually heal on its own. Repeatedly Fraying the same area can impede this process. On the Prime Material Plane, a deeply Frayed area will typically become an apocalyptic wasteland. The Mournland on Eberron is one such wasteland, although it's not clear that Cyre was engaged in Fraying.

Fraying the Weave is widely viewed as reckless and wasteful. Even among the most selfish and ruthless gods, devils, and demons (and their followers), Fraying is generally regarded as anathema. Metaphorically, on the Edge Fraying worse than using nuclear weapons. Thus, any widespread or long-term use of Fraying will inevitably attract the attention of powerful beings.

Summoning Frayed

Most spirits need help crossing from the Swift to the Grid. There are countless ways to ease their passage, including spells, rituals, sacrifices, etc. Frayed spirits need even more help, because they're coming from the Far Realm. It's clear that the Frayed need a special physical link on the Grid. In the Bunker, after the data virus converted the paramatter altar into paramatter leapers, the leapers needed to physically assault the R3M troopers in order for the Frayed spirits to possess them. Inscribed shotgun ammo is apparently another way to ease a spirit's passage. It's likely that the pain and damage that a shotgun blast causes is part of the magic that eases a spirit's passage and/or boosts their power during the critical first moment of possession.
