The  Elemental Courts are not a unified faction. Rather, it's a term some scholars use to describe the various kingdoms, cities, castles, and other settlements in the Inner Planes, especially the elemental planes. Various beings style themselves as aristocrats, including merchant lords, feudal lords, and monarchs. These beings include some mortals, spirits, and gods. Each aristocrat claims a settlement, some portion of a plane, a whole plane, or a whole element itself. These aristocrats often have complex relationships with each other, based on relationships, trade, treaties, and wars.&lt;br /&gt;
&lt;br /&gt;
Around 1650, the Elemental Courts began agreeing on certain parameters to their bargains and feuds. These agreements are called the Covenants of the Inner Planes. They're largely based on common interests, such as the power and survival of the elementals as a community, and sustaining a dynamic balance among the elements. For example, under the Covenants, no Court shall abide the permanent enslavement of an elemental on the Prime Material Plane. Among other things, this would permanently weaken that element. At times, various Courts have unified to enforce the Covenants, such as a joint raid on the Prime to free elementals.&lt;br /&gt;
&lt;br /&gt;
The Courts don't have anywhere near full control over the Inner Planes. Many beings in the Inner Planes give no respect or even attention to the Courts, much less obedience and loyalty.&lt;br /&gt;
